Let me share this link to the Totnes Energy Descent Action Plan (EDAP) website. It has the full, free online version of their plan, invites for comments and more. The document is large, with lots of details, stories, tips, pictures, indicators, practical things to do... really great stuff !

This is how they describe the EDAP in the introduction:
An Energy Descent Action Plan is a guide to reducing our dependence on fossil fuels and reducing our carbon footprint over the next 20 years, during which we expect many changes associated with declining oil supplies and some of the impacts of climate change to become more apparent. In this EDAP we have built a picture of this future scenario based on visions of a better future. What we have tried in the process to invite the community to dream how the future could be, and to then work out the practical pathways by which we actually get there.

And this is the first paragraph in Part One:
This plan is different from the many Community and County Development Plans that appear regularly in our lives. It is based on a set of different, and we feel more realistic, assumptions. It assumes that we have reached a pivotal and historic moment in history, a time when we can afford to think big and to think beyond what one might call ‘business as usual’. The economy of Totnes and District is starting to feel the impacts of the global downturn, and the record oil prices of last summer hit the economy hard. What if those two trends turn out to be a permanent and growing feature of our everyday lives? What will it look like if the area takes proactive steps to live within its carbon balance, playing its part in avoiding runaway climate change? This section looks at the thinking that underpins this Plan.
