Well, Fall has finally arrived, officially! It has felt like Fall for some time. At least the fire danger has lessened!

This is going to be a very short report. I did say in the last report that it would be the last one for September, but events have changed that.

As many of you already know, the Bylaw (271) for Quadra Links was to finally come up at our meeting this past week and it was on the agenda.

Please let me back up for a second. There have been a lot of rumblings about the Regional District “stalling” the process. This could not be farther from the truth. “Life” got in the way for one of our Directors who also happens to be the Chair of the Board. He had to cancel the July Board meeting for personal reasons and then again had to cancel the August Board meeting for family reasons. Both of these cancellations were his prerogative and the Directors and the staff had nothing to do with them.I realize it was a hold up for the applicants but nothing could be done about it.

So, back to the Committee meeting last Wednesday. I am going to copy exactly what it said on our agenda page for clarity just below:
Bylaw no 271 - Quadra Island Rezoning (Quadra Links)

a) That the report from the Chief Administrative Officer be received.

b) That the Committee recommend that the report on the Public Hearing for Bylaw 271 held on June 21 and 22, 2017, together with all supporting documentation, be received by the Regional Board.

THAT the Board recommend that a second public hearing be convened to introduce additional information with respect to Bylaw No. 271and seek further public input.

The most unfortunate thing for me is that I am still bound by the Local Govt. Act provision that prohibits me from talking about the issue until the Board has dealt with the recommendation. That will happen on October 11th at 12:30 pm and all material will then be public and I will be able to speak (as far as I know!).

I think I can say this much: New, relevant information came to staff and it was decided that the information needed to be given to the Directors before they could make a determination on the Bylaw. So, full stop of the process! Hence the hold up.

I have requested that staff develop a report for that meeting that does not just include going to a second public hearing but will provide other options also. I have no idea what they might come up with but we will see then and hopefully it is less painful than another public hearing. I came to the Committee meeting totally prepared to deal with the topic, just in case we were allowed to. That didn’t happen, so here we are, in waiting mode once again.

I am reporting what I feel I can so that the rumours that are flying around the island right now will be kept to a minimum.

UBCM meetings

I am leaving for UBCM tomorrow morning (Sat. the 23rd) (I have written this report early so you would have some news on the Committee meeting)

At this point I am meeting with nine Ministers or ministries on very important topics for Area C. The only meeting that I was unable to secure was a meeting with our MLA, the Minister of Transportation. Hopefully I can accomplish the same by running into her at one of the receptions or in the hall.

Seniors Housing rezoning

I am very pleased to announce that the Bylaw for the Seniors Housing complex went to the first two readings and now we will set a date for a public hearing. This is a direct result of the Local Area Plan that we all worked so hard and long on and a direct result on the dedication and hard work of a core group of volunteers that have been dealing with the actual project for the past couple of years.. This is part of the “Ageing in Place” theme that we hear so much about and should allow at least sixteen couples or individuals to stay on the island for as long as they like rather than be forced off by the fact that they can no longer maintain their larger properties and may need some type of assistance in their daily life. I am very proud of our community for bringing this portion of the Local Area Plan to fruition.


We also passed a resolution to complete the path from Nole Road to Plaza Road along the public utility corridor that was put in place to facilitate the sewer extension project. I was pleased to be able to approve the allocation of Community Works Funds (Gas Tax) which I have been "saving in the bank", to allow this project to proceed without any property taxation. Another amenity for the larger community is being implemented due to the sewer extension project in the Cove. Our next project (which has already begun) is to put in the pathway from the Library area to the area by Aroma along Harper Road, but off of the road.
This will be so nice for all the people that want to walk, stroll or bike along Harper Rd. without having to put their lives in their hands. This is also a part of the Local Area Planning process being realized.
